Abstract

The concept of “private citizen” must be discussed under the administrative law. It is covered by people with completely different factual situations, such as people who are part of vulnerable groups. This group of people has been historically undermined in the recognition and effective exercise of their rights. That situation requires a particular interpretation of the Principle of Effective Administrative Protection according to the parameters provided by the model of the State based on Constitutional and social principles; in order to achieve a direct impact on the stages of the administrative procedure when it is involved with groups historically violated in their rights or with a minimum and essential level of a guarantee of Human rights.
